What this page does not show

How each MLA actually spent the fund. No official, MLA-wise record of spending for the current Assembly is published for Gujarat in a form we can verify, so we do not show it, rank MLAs or estimate it. 1. 1

    Annual provision

The state budget provides a fixed yearly sum per constituency under major head 4515; the Planning Division issues the allotment each year.[3, p.2]

  2. 2

    Grant placement

The grant is placed with the district Collector, except that urban constituencies wholly inside a municipal corporation have it placed with the Municipal Commissioner.[3, p.3]

  3. 3

    MLA proposes works

The MLA suggests works from the government's guideline list of permissible works; at least Rs 50 lakh a year must be proposed for water-conservation works.[4, p.1]

  4. 4

    Approval

On receiving the MLA's suggestions the Collector (or Municipal Commissioner in corporation areas) gives primary and administrative approval and passes the sanction and funds to the implementing agency.[9, p.1]

  5. 5

    Execution and payment

The implementing officer carries out the work under the prescribed procedure; for corporation areas the Planning Division draws the grant at the Pay and Accounts Office and hands a cheque to the Commissioner.[9, p.2]

  6. 6

    Completion and accounts

After completion the implementing officer sends a completion certificate and utilisation certificate, and the Commissioner keeps separate accounts for each MLA's grant.[9, p.2]

  7. 7

    Time limit and lapse

Works and payments must be finished within a government-set deadline, currently 31 March 2027 for grants of 2023-24 to 2025-26, and unspent balances beyond it go back to the government.[16, p.1]

  8. 8

    Review and reporting

Collectors, District Development Officers and Municipal Commissioners must review progress periodically and report utilisation and unspent balances to the Planning Division.[16, p.1]
