What this page does not show

How each MLA actually spent the fund. No official, MLA-wise record of spending for the current Assembly is published for Uttarakhand in a form we can verify, so we do not show it, rank MLAs or estimate it. This page explains the scheme’s published rules and allotment only. The amount is the latest one we found in an official document and may have changed since — the date is shown above and each source is linked below.

  1. 1

    MLA recommends works

The MLA gives the District's Chief Development Officer (CDO) details of works needed locally; the MLA's role is recommending, while district officers are responsible for implementation.[3, p.6]

  2. 2

    Proposal limits

Proposals in a financial year are to be for works costing at most Rs 25 lakh each; works without tender (muster roll or work order) are capped at Rs 5 lakh.[3, p.9]

  3. 3

    MLA consent and approval

Before selecting and sanctioning a work the CDO must obtain the MLA's consent, and should sanction works within 45 days of receiving the proposal where possible.[3, p.8]

  4. 4

    Execution

Works are carried out by government or Panchayati Raj agencies chosen by the CDO, or by urban local bodies in towns; registered private contractors may be used after the District Magistrate's written clearance.[3, p.6]

  5. 5

    Fund release

Money is spent through the District Magistrate's PLA in quarterly shares of 35, 15, 35 and 15 percent, drawn against actual expenditure on completed work; advances to suppliers are prohibited.[3, p.9]

  6. 6

    Unspent money

Unspent balances against a sanctioned scheme go back to the MLA fund and do not lapse at year end; interest earned must be deposited in the state treasury.[3, p.10]

  7. 7

    Monitoring and site board

The CDO inspects at least a set share of works, reports every two months to the MLA and department, and geotagging plus an MIS are compulsory; a board must show the work is from the fund.[3, p.10]

  8. 8

    Audit and social audit

Spending is audited in the same year or in April-May of the next, and a social audit of all works is compulsory.[3, p.11]

  9. 9

    Change of MLA

The allotment belongs to the constituency; works begun under a previous MLA continue, and unrecommended funds do not add to the new MLA's yearly allotment.[3, p.9]
